I need a loan for about 9,000 and i have bad credit. what is my best option, even my co-signer only has fair credit.

I have my loan with them. If not, try asking your school/college/Uni that your going to for some info, because they should steer you in the right direction and could offer you some ideas of who the students use regularly.
first apply for student loans that are guaranteed by the govt like the stafford loan. these loans dont depend at all on your credit. they also are sometimes subsidized meaning they will not be accumulating interest while you you are still in college.
if you are young and they are trying to say your parents make to much money, try and become classified as an independent student. as long as your parents are not declaring you on your taxes and they are not paying your way in college you should be able to petition for this. also be sure and get the pell and cal grants.
